About Fortis
Fortis Infrastructure Partners was founded in 2025 to bring principal-led electrical infrastructure construction to Louisiana’s public works market. Headquartered in Baton Rouge, Fortis is a prime electrical contractor for the Louisiana Department of Transportation and Development, municipal owners, airport authorities, and federal agencies across the state.
Cole Tucker
Cole Tucker is a Louisiana native and 3rd-generation electrical contractor. He started as an apprentice at age 16, worked every level of the trade through journeyman and foreman, and founded Tucker Electric in 2018 — where he built eight years of design-build commercial and industrial experience and established the company as an Authorized Service Provider for a global solar inverter manufacturer, completing hundreds of projects nationwide. He co-founded Fortis Infrastructure Partners in 2025 to bring 25 years of industry experience to Louisiana’s public infrastructure market. Cole holds a Bachelor of Science in Electrical Engineering Technology from Louisiana Tech University and Master Electrician credentials in Louisiana and Texas.
Chad Scallan
Chad Scallan has spent more than 25 years working in construction and transportation infrastructure across Louisiana and the Gulf South. He has experience in civil site work, commercial contracting, and electrical transportation infrastructure — managing projects from the earliest planning stages through completion for federal, state, and local agencies, as well as commercial clients.
Outside of his construction career, Chad serves as an Engineer Officer in the Louisiana Army National Guard, with experience leading complex operations under extreme conditions, including deployments to Afghanistan and Iraq.
He holds a Bachelor of Science in Construction Management and a Master of Business Administration from Louisiana State University.
